Temporary Occupation Permit (TOP)
The activation of piped gas supply is not a requirement for TOP. Developers can arrange for the activation of gas supply before or after TOP.
Colours of Gas Pipe
All gas pipes within commercial and industrial buildings shall be painted canary yellow or identified by yellow bands at regular intervals. The word ‘GAS’ and direction of gas flow using an arrow sign shall be painted on the gas installation pipework.
Installation, Addition and Alteration of Gas Pipes
Only City Gas Pte Ltd or Licensed Gas Service Workers (LGSWs) are authorised to carry out the installation, addition and alteration of gas pipes.

Code of Practice for Manufactured Gas Pipe Installation
Singapore Standard CP51:2004 Code of Practice for Manufactured Gas Pipe Installation specifies the design considerations, prohibitions, material specifications, installation requirements, inspection, gas pipe pressure tests, purging, charging in of gas and maintenance for the gas installation of the pipe work, from downstream of the gas service isolation valve to the appliance connecting points. Service Isolation Valve
A Service Isolation Valve (SIV) would be installed either exposed or below ground level at or near the boundary line of a property or apron of any building where applicable and is accessible to allow for the turning on or off of gas supply to premises.
Pipe Entry into Basement
City Gas discourages direct underground pipe entry into basements. The service pipe should come up above ground before entering into the building. A solid spool should be inserted between the service pipe from the building and the service pipe from the ground during construction stage. Where direct entry is unavoidable, the solid spool must be installed in an accessible location.
Unauthorised Work on Gas Pipe Installation
No replacement, addition/alteration work shall be carried out on the gas installation without prior written approval by City Gas. All connection to gas mains must be carried out by PowerGas.
Code of Practice and Regulatory Requirements
Professional Engineers (PE) and Licensed Gas Serviced Workers (LGSW) applying on behalf of customers for the supply of gas shall ensure the design of the gas installation and the work carried out on all gas installation comply with the following requirements:
