Mr Tan Ek Kia joined the Board of City Gas as our new Chairman on the 29 January 2009.

With a career in the oil and gas and petrochemicals industry spanning 33 years, Mr Tan has held several key appointments in the Shell Group including the positions of Chairman of the Shell Companies of North East Asia (Based in Beijing), and Managing Director of Shell Malaysia Exploration and Production (Based in Sarawak).

In his role as Vice President for Ventures & Developments at Shell Chemicals (Based in Singapore) from 2003 to 2006, he was responsible for steering the optimal performance and stewardship of Shell’s shareholder interest in the existing major petrochemical ventures, and the development of significant projects in the Asia Pacific and Middle East regions. An honours graduate from the Mechanical Engineering Faculty of Nottingham University, England, he currently holds several professional memberships including: Fellow at the Institute of Engineers (Malaysia), Member of the Institute of Mechanical Engineers, UK, and Chartered Engineer, UK.

Mr. Yee Ping Yi joined the Board of City Gas as of 7 August 2012. Mr. Yee is also the Chief Executive Officer and Board member of the Singapore Central Provident Fund Board since January 2011.  The mission of the Central Provident Fund Board is to enable Singaporeans to have a secure retirement.  Over a period of 50 years, it has evolved from a simple old age savings plan into a comprehensive social security system providing for not only retirement, but also housing and healthcare needs of Singaporeans.  

Prior to his appointment in CPFB in January 2011, Mr Yee served in various positions within the Singapore Civil Service, including the position of Deputy Chief Executive of the Singapore Civil Service College.

Mr Yee graduated in 1994 from Cambridge University, UK, with BA(First Class Hons) in electrical engineering. He received an MBA from the MIT Sloan School of Management in 2001.

Mr Tong Yew Heng is the Chief Executive Officer of CitySpring Infrastructure Management Pte Ltd. Mr Tong was with Temasek Holdings for eleven years from 1995 to 2006 where he held various positions, including Director of Investments (Energy and Resources) where he led a team responsible for sourcing, evaluating and making investments in the energy and resources sector. He successfully led several investments in the Energy and Resources sector across Asia, and was instrumental in establishing an energy fund in India, jointly with a leading Indian energy group.

He was responsible for the restructuring of power and gas companies within the Temasek Holdings Group. He was also a member of the Electricity Market Implementation Group charged with the implementation of the new wholesale electricity market in Singapore. Mr Tong’s experience at Temasek Holdings includes the stewardship of companies within the Temasek Group, direct investments, investments in private equity funds, mergers and acquisitions, privatisations, and divestments.

Mr Tong graduated in 1988 with a Bachelor of Engineering (Hons) degree from the University of Strathclyde (United Kingdom), and holds a Master of Business Administration from the Nanyang Technological University. He also attended the Program for Executive Development at the International Institute of Management Development, Switzerland in 2000, and is a member of the Institute of Certified Public Accountants of Singapore.

Mr Malcolm Eccles was appointed to the CityGas board in October 2011.
Mr Eccles is the CEO and Managing Director of Basslink Pty Ltd & Basslink Telecoms Pty Ltd based in Melbourne, Australia. Basslink Pty Ltd owns and operates the HVDC interconnector which connects the high voltage electricity transmission systems of Tasmania and mainland Australia. Basslink is wholly owned by CitySpring Infrastructure Trust.

Mr Eccles has previously worked in senior management & engineering roles for both Siemens and British Nuclear Fuels Ltd. He is experienced in power station operations, project management, engineering management & nuclear project commissioning and decommissioning/clean-up.
He has global experience having worked in Asia, North America, Europe and Australia.

Mr Eccles is also chairman of the CitySpring group HSSE (health, safety, security & environment) committee. This committee sets and manages HSSE policy and performance for all CitySpring owned businesses.
Mr Eccles is also a non-executive director of Gippsland Water. Gippsland Water look after water and wastewater (sewage) services in Central Gippsland, Victoria. It services an area of just over 5000-square kilometres and a population of more than 130,000 people.

He is a director and executive committee member of the International Cable Protection Committee Ltd (“ICPC”) a worldwide organisation specialising in submarine cable infrastructure. Mr Eccles chairs the revenue and membership committee of the ICPC.

Mr Eccles is a Chartered Electrical Engineer and member of the Institute of Engineering Technology (IET) and a senior member of the Institute of Electrical & Electronic Engineers (IEEE). He is a member of the Australian Institute of Company Directors and a member of the Chartered Management Institute (UK).
He holds a Master of Science degree (MSc) in Electrical Engineering and Management Studies, a Post Graduate Diploma in Project Management, a Post Graduate Diploma in Strategic Management and is also NEBOSH qualified in occupational health and safety. He is also a past attendee of the prestigious ‘Advanced Management Program’ delivered by Henley Management College (UK).

Mr. Ng Yong Hwee is the President and Chief Executive Officer of City Gas. Mr. Ng joined City Gas as the Vice President of Sales, Marketing & Business Development Division in October 2004. He assumed the role of President and CEO in April 2006.

Mr. Ng has more than 20 years of regional experience in the Asia Pacific region covering business development, marketing, mergers & acquisitions, business integration, strategic and corporate planning and supply chain management.

Prior to joining City Gas, Mr Ng worked at Esso Singapore, BASF, Cabot, General Electric and Canada Steamship Lines.

Mr Ng graduated from the National University of Singapore with a Bachelor of Arts degree and also holds an MBA from the Warwick Business School, University of Warwick, UK.

Mr. Ng is also CEO of SingSpring. SingSpring is currently the biggest desalination plant in Singapore. In addition, he is one of the Board of Directors of the Singapore’s National Fire and Civil Emergency Preparedness Council.
